Faulty Facts on US F.B.I. on Subpoenas

WASHINGTON, March 8 - - - The Justice Department’s inspector general has prepared a scathing report criticizing how the F.B.I. uses a form of administrative subpoena to obtain thousands of telephone, business and financial records without prior judicial approval.

The report, expected to be issued on Friday and it says that the bureau lacks sufficient controls to make sure the subpoenas, which do not require a judge’s prior approval, are properly issued and that it does not follow even some of the rules it does have.

Under the USA Patriot Act, the bureau each year has issued more than 20,000 of the national security letters - - - - as the demands for information are known. The report possibly concludes that the program lacks effective management, monitoring and reporting procedures, officials who have been briefed on its contents said. NyTimes

+ Just after the September 11 terrorist attacks, President Bush secretly authorized the NSA (National Security Agency) to spy on Americans and others inside the United States claiming that this would generate results in the search for evidence of terrorist activity. One of the serious concerns with the method that Mr. Bush was taking was that this spying was without the court-approved warrants ordinarily required for domestic monitoring, according to government officials.
The Justice Department made a statement that there is a criminal investigation into a secret spying program that was authorized by Mr. Bush. This program is being heavily criticized by civil rights groups and the public alike.

A paper published in the April issue of Small Business Economics debates the effect of entreprenuership in third-world countries and developing nations. Essentially what was argued was the effect that start-up business had at the national level, which this paper argued was a miniscule effect. The reasons for this th esis was that in developing nations a strong industry base is required, and that small business are ineffective in establishing such a base. Now, this issue is held in contention, and by no means is definitive or absolute. Mystery Channel wonders if our collective perspective in judging such affairs is tainted or conditional at best. Altough could be true or contains great truth, our view is that such beliefs are backed with overwhelming political and business interests, so such theori es can easily take shape around such interests (whether or not intentionally).
